HCS SCS SB 218 -- SEWER SERVICE

COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Local Government by a vote of 16 to 0.
This substitute increases from $28 to $50 the voter-approved fee
that may be charged for the repair of lateral sewer service lines
on residential property having six or less dwelling units in St.
Charles County, St. Louis County, and St. Louis City. If the fee
is increased, repairs may be made to the entire line. Only
condominiums that have six or less units per building are subject
to the fee. Each unit is responsible for its proportionate share
of any fee charged. If a condominium is served by its own
lateral sewer line, it will be treated as an individual
residence. If an existing lateral sewer program was in effect
prior to the effective date of the substitute, condominiums and
apartment units not previously enrolled may be ineligible for
enrollment if it is determined that the program serving the unit
was defective.
FISCAL NOTE: No impact on state funds.
PROPONENTS: Supporters say that the substitute allows equal
charges between persons living in condominiums and single-family
residences. Currently, a condominium with one line is being
charged for the number of condominiums in the structure and each
is paying for sewer service.
Testifying for the bill were Senator Goode; and St. Louis County
Municipal League.
OPPONENTS: There was no opposition voiced to the committee.
